I have done this in a private fork. Reserved an INTERNAL IP. Updated forwarding rule with that. changed load_balancing_scheme to INTERNAL.
Created a google_compute_region_backend_service and added google_compute_region_instance_group_manager as a backend to it. Set that as backend_service for google_compute_forwarding_rule instead of target_pool.
Also created an http health-chek with google_compute_health_check .
