Actually, this is probably an excellent reason we should pin to the full version, i.e. elixir:1.16.1.
It is not just the elixir version that can change, the entire base image can change also.

The image at ghcr.io/teslamate-org/teslamate:pr-3729 works.
Weird, I didn't do anything different when I built it.

Almost certain this is copied I had a old copy of elixir:1.16 image on my system. Arrgh.
Closing in anticipating this will fix the problem...
