I cannot replicate the described behaviour. The following configuration works for me with 1.13.0-SNAPSHOT:

Can you share your config.yml and the config of the farmspawn region?

I just understood why it didn't work, my farm region is in another larger region. I put a higher priority on the farm region and now it works.
When I set up a region for ore blocks, I didn't encounter the problem.
