ExoticGarden is not built for 1.13, it still lives on 1.12, that is why you are getting these errors.

I think it would be great to get some clarification on this as it appears the later builds of CS-CoreLib and Slimefun4 on the same repo server are specifically for 1.13 unless I've misunderstood half a dozen pull requests. If it is your intention to have all addons and the project itself end with 1.12.2, if that is your official stance, then go ahead and state so publicly so that we don't bother wasting our time on it. If that is not your intention, then this inability to operate in 1.13 is A CURRENT BUG that needs remedied, thank you.
