@Shedaim, there is a lot of sense in your words. But to me, the feature seems to be okay as in the case of physical device replacement, one would like to retain the device entity, not create a new one to provide seamless service to the client. The nature of the pre-provisioned (or pre-shared) devices list lays more responsibility on the manufacturer or solution provider.
At the same time, the suggested improvement would be of use. A checkbox or toggle restricting the same device provision request if the corresponding attribute is updated would be "nice to have."

@AlexDoanTB I was expecting it to work the same as the other strategy "Allow to create new devices". After creating the device for the first time, calling the provisioning API again will fail.
I understand your point of view though. Thanks for adding this as a feature request.
