Unfortunately there is nothing that can be done from prosody-filer's perspective to fix that. The purge command just does it's job - not considering if all recipients have received the message / link.
That's why you should not choose too short upload lifetimes. The command in the README suggests a lifetime of 28 days for each file. Within this timespan, every client should have downloaded the file. Of course this can be adapted to the specific needs of the server admins and their users. E.g. my users on trashserver.net voted for 4 weeks.
