Hi are you still having issues? Are you talking about the wrapper functions for getting orderbook information?
If you are using test cases it will default to the test data folder in which there is an already set up config.json file with default settings which could override your current config.

@shazbert while implementing the OKEX websocket I did not run into this problem. Just as FYI the neo_eth pair is not valid anymore according to the documentation.
