I can host them on GitHub, but S3 would be easiest to set up. Maybe Amazon would donate some bandwidth; know of anyone who works on the inside?

Just wanted to add a little bit of info here. Release assets for GitHub Releases are currently stored on S3. You'll see that if you go to download a release asset for the Git LFS project, as an example:
$ curl -I https://github.com/github/git-lfs/releases/download/v1.1.0/git-lfs-darwin-386-1.1.0.tar.gz
HTTP/1.1 302 Found
Server: GitHub.com
...
Location: https://github-cloud.s3.amazonaws.com/releases/13021798/b8400020-8dea-11e5-8f98-850c18fa969a.gz ...
Just thought that would be worth sharing, and might make GitHub Releases a good choice for this project.

Just to add another one on top of that issue, amazon AWS and source froge are blocking users from certain countries so my suggestion is not to use them. Github is a much better source right now.
