Do you have multiple databases with different versions of the timescale-extension? Then you can try to update the extension to the same version before pg_upgrade. I was facing the same issue while having databases with 2.13 and others with 2.15, after updating all to 2.15.3 pg_upgrade works for me.

I tried upgrading to Postgres 15, unfortunately with the same error. I guess I'll have to do the migration with dump and restore then.

I second what @mnietz says. You really have to make sure all your databases are at the same extension version.
If it's any help here's some bash I use to make sure all my extensions across all databases are latest version.
