Localization download issue about tinymce HOT 7 OPEN

I have re-enabled the resource temporarily, feel free to download the package, but please stop using that as a dependency in your project, the link was not really made for that and will go away soon.

I'm not sure it was 25%. I see that 100% is around ~460 lines. For example bg_BG.js has 420 lines and is not included. The smallest file I have is bs.js and it has 219 lines, still more than 25%.

Another strange issue here:

@Afraithe I think you forgot to plan updating the threshold for what languages to include in the downloadable zip when we added all those strings for special characters. 😉

No these are TinyMCE 5 legacy language packs, they don't have the special chars translated anyway.

The 72 languages are very misleading, most of those are empty have a few strings or at most 25% or so translated. When we made the static zip for T5 (the new link) we removed languages under a certain threshold, that is why there is 38 in there instead of 74.
