What is your init script for tolk ? An initiliazer file in the rails app calling the engine ?
You need a different primary_locale than the one set in I18n.default ?

I believe it's a problem in development only.
https://github.com/tolk/tolk/blob/master/app/models/tolk/locale.rb#L23 will reset to I18n.default_locale whenever Tolk::Locale class is reloaded.
Thus setting Tolk::Locale.primary_locale_name = (ANY NON DEFAULT LOCALE) in development mode will only last until the class is reloaded.
