The bug appears to be on the input side -- the fixture data is already wrong by the time it reaches the database.

This turned out to be a Rails regression: rails/rails#17571, now fixed in rails/rails@52c3a16.
Testing with edge Rails now leaves only TranslationTest#test_translation_is_not_changed_when_text_is_assigned_an_equal_value_in_numberic_form failing. This is actually testing numerics, not booleans, so I'll create a separate issue.
