At the moment it is not. The feature would be easy to add in principle, but so far I have not come up with a way to integrate the slider into the UI that I am happy with. It would have to be hidden whenever non-gamma tonemapping is selected without shifting around all the other controls in an annoying manner.

Maybe something like splitting exposure slider layout in half and showing two sliders instead of one for that case?
One could extend the panel anyway if it is too small for precise control.

That's actually not a bad idea! I implemented the change (here), although I chose to make the offset slider smaller due to its smaller relevance compared to exposure. Also opted against hiding in the end (it still felt jarring) and went with disabling instead.
