SP3 precise ephemeris not used for correction when provided as "file" about rtklib HOT 1 OPEN

Dear tomoji,
I look at this, it seems to no to be a problem but a behavior.
However in rtksvr.c/decodefile and preceph.c/readsp3 .

• readsp3 is working with a file path . This file path is opened in readsp3(...)

with 'ftp' type no problem, after complete download svr->buff[index] contains the path off the downloaded file but,

with 'file' type svr->buff[index] contains the content of the file (previously read by openfile) as a stream emulation. I'm not sure of the bahavior for an ephemeris file (nor a clock file)

Since ftp download use an external tool (wget) wich is not available on my target os (android) I need to provide the ephemeris as a file. I'll open a pull request with my short workaround if someone needs this feature.
