prepublish script uses "iso_n3" key as id which has non-unique values about world-atlas HOT 3 CLOSED

This would need to be a major version change because the brk_a3 field is very different from iso_n3. I can’t find any information about what the brk_a3 field signifies. iso_n3 is ISO 3166-1 numeric.

Strictly speaking, the GeoJSON id does not have to be unique. The RFC says:

If a Feature has a commonly used identifier, that identifier SHOULD be included as a member of the Feature object with the name "id", and the value of this member is either a JSON string or number.

That said, it would probably be better to set the d.id as undefined rather than as "-99", because the latter doesn’t appear to be part of the ISO standard.
