Plugins load with pathogen, but plugin functions do not work in .vimrc about vim-pathogen HOT 8 CLOSED

This is as intended. Fugitive merely preps the runtime path so that Vim is aware of your bundles during plugin load time. As far as fugitive#statusline() goes, if you add it to 'statusline', the plugin will be loaded before the function is invoked.

But doesn't it say in the fugitive readme to add it to the statusline? how would I go about that then?

It works fine in your vimrc. Copy the set line exactly from the help.
