If it were me, I'd kill the runtime! invocation (Vim does that automatically) and move the post-config chunk to .vim/after/plugin/csapprox.vim (or whatever the corresponding filename is). Don't think too much about the after in the path; it will load regardless of whether the original plugin loaded.

I don't think there's much that can be done about the pre-config chunk. I just have a section in my vimrc for plugin settings.

Can this be simpler?

I just do silent! call pathogen#infect(). But that takes away the ability to conditionally load bundle_config.vim, if you care about that sort of thing.
