The backend would be not too difficult to implement. The difficult aspect would be doing the UI component.

i see a tooltip which appears (top right corner?) when you hover over the user's viewport, which is clickable for muting. If you mute that person, the tooltip stays on the corner so you can easily disable it.

Remote mute needs a few changes to the viewport UI to work as intuitively. If I were implement it as a part of the local mute UI, it might introduce confusion.
This might be useful as a debug console feature though...
