No, we did not forget to enable TLS for 5.3.2. It fails to compile with OpenSSL 1.0 and we don't have manpower to maintain unsupported releases. So on 5.2 and 5.3.2 TLS is not enabled. We first blogged about it back in March and I believe documentation mentions this, too.

Please note that I personally have spent many hours trying to get 5.2 and 5.3.2 to compile on Ubuntu 11.10 at all. Then after long discussions with @loicfrering and @lsmith77 and even some PHP Core members we decided that we either drop 5.2 and 5.3.2 or drop TLS support for them. We went with the latter.

I had a look at the documentation as I recalled reading something on the issue but couldn't find it there (and didn't think of looking at the blog). Sounds like a more than reasonable decision.
