Couple things:

Since you are not building the actual select you should call ajaxSelectPicker when you setup home_team. You can have the select disabled or whatever, but since its on the page and you're only emptying and appending the options you need to instantiate ajaxSelectPicker before add_venue is called.
Don't call .selectpicker('render') after .selectpicker('refresh'). Refresh calls render in the process of the refresh.

So now your code looks like:
