If it's a server issue, there is little that we can do about it. You'd need to file a bug with UltraVNC. It should be possible to confirm whether it's a server issue by comparing against the TigerVNC server. Although TigerVNC is likely to have other issues-- it isn't well supported on Windows servers-- it doesn't have any TightVNC legacy code.
Your comment about the TightVNC Server is confusing. The web site says that Constantin is still offering paid support on TightVNC 2.7.10. TightVNC 1.3 is no longer supported. In any case, however, I can't recommend the TightVNC Server, because its performance is terrible. I've had good experiences with it otherwise, but using UltraVNC is necessary in order to achieve performance similar to the TurboVNC Un*x server.

I apologize for the lack of succinctness in my post above; I edited it 3 times, each adding more convolution.
My initial point for the bug report was because of an issue that was, indeed, caused by TightVNC Server.
My additional comments, which were added to the beginning of the post, thus making the report even more unreadable, were written to merely (and somewhat ironically) serve as an indicator that I realized that I should be using UltraVNC Server.
You should mark this as a non-bug, or resolved, or dump it into the "user error" bucket.
I appreciate your input and time, and for an awesome product.
