Think I found it.
It's set in base.py:
ROOT_URLCONF = '%s.urls' % SITE_NAME
though site_name makes it sound like it's the project directory name, and not the app directory name, but I'll do some debug print out to follow this.
( I realize this works without me having to understand how it does, but this is just my compulsive disorder )

urls.py exists for the project, but per how we describe in Two Scoops of Django, in the configuration directory. Specifically in https://github.com/twoscoops/django-twoscoops-project/tree/develop/project_name/project_name

I just recently grokked that the third nested directory, ala project_name, is the configuration_root, and not an app directory that happens to be named by the project name.
This is very cleared up for me, so thank you.
