If I understood your message correctly, egui-gizmo already has such feature. You can use coarse precision by holding ctrl and finer precision by holding ctrl+shift, although by default the ctrl rotation only rounds to nearest PI/32.0 radians.
You can customize it with snap_distance, snap_angle and snap_scale in Gizmo. https://docs.rs/egui-gizmo/latest/egui_gizmo/struct.Gizmo.html#method.snap_angle. Is this what you were looking for?
