As a workaround, it should work to add the import as @html("url") on the java class instead.

No, I am using @bower and @html annotations and not < link> imports. But the order of imported documents is not guarateed and I would like to execute some code after I know everything is fully loaded.

One potential workaround could be to globally export your JS and then trigger it from Java, i.e. using something like element.getNode().enqueueRpc("myGloballyExportedFunction($0)", element);. Anything passed through enqueueRpc should happen only after all @html, @bower and @javascript dependencies are resolved.
