我后续通过修改pqsql数据的isAdmin字段来修改为管理员权限了，解决了我的问题。
不知道是不是脚本有bug，还是outline有问题，会导致插入oidc认证服务显示是管理员身份，但是插入数据库时字段isAdmin设置的是false。

(改了下postgresql中的users表对应用户isAdmin字段为't'
