This project supports the type of encryption defined in the HLS spec. It's intended as a library for anyone looking to decrypt HLS content. You'd need a bunch more stuff to actually play it back, though. In your case, I'd look into using videojs-contrib-hls against a local-only server or replacing the xhr function in that project with reads from the filesystem.
