I've thought about this before and decided not to take part in people's business logic. I do believe that the use case you mentioned is the most common but I think it's safer if we leave that kind of 'migration' to be done manually by each developer. This way they will be forced to think about how they want to approach it. My concern is that doing any automatic change in permissions is dangerous as it might expose data to the wrong users if not done properly and depending on the system it may be critical.
That said, I'm not comfortable with having such a command written in the tool, but I do see space to have the script somewhere in the documentation as an example on how to tackle the problem.
