You should not use pip as root user.

Re-tested this with standard user and this behavior exists on both Debian 12 and Ubuntu 24.04, but not on Fedora 38. This appears to be a known design decision by Ubuntu/Debian and the countermeasure is discussed: https://askubuntu.com/questions/1465218/pip-error-on-ubuntu-externally-managed-environment-%C3%97-this-environment-is-extern
--break-system-packages seems discouraged, for a library package i agree, but i'm not sure i see the concern for an application like virt-lightning.
pipx would appear to be the recommended way for a application, and seems to hide away a venv.... but requires all the build dependency.
I'll dig around and test a few more things and update.
