Proxmox does not currently support a "fixed pool", and for SPICE yo need a "virtualization provider".
So, for now to be able to do what you want, you will need to set that machine as "template" and let UDS create an VM for you (basically, generating an incremental from the base machine)...
The "Physical machines provider" will allow you to provide Proxmox VMs (As is they where static machines, not using in fact the Hypervisor), but not SPICE protocol (due the fact that SPICE is an Hypervisor supported protocol).
I will add support for such soon (maybe on on Jan/Feb of next year, so it will be ready for 4.0)
