CMake template about vita-toolchain HOT 2 CLOSED

We do not bundle make so I see no reason to bundle cmake. Since we recommend using msys2, users simply can install it through pacman

Windows users should absolutely install it themselves. CMake toolchain should be supplied with the SDK (as part of build scripts, I guess) to abstract away the cmake boilerplate for homebrew and plugins.
