Your reproduction does not reproduce the error.
If I open your reproduction, the following error happens.
TypeError: App is not a constructor
If I fix that with https://svelte-5-preview.vercel.app/docs/breaking-changes#components-are-no-longer-classes, no error happens. A blank page will be shown, but that's just because App.svelte is empty.
I guess it's a bug in Svelte itself or vite-plugin-svelte and not a bug in Vite though, if it's a bug.

Fresh-cloning the repro and running it produces the stated error.
Are there any variables I am not accounting for, because this stumps me.

As for the recommended fix: it does indeed resolve the issue. The variance of the error isn't worth looking into.
