You are wrong. This has been discussed already multiple times. Just because its inconvenient for players doesn't mean it's gonna get changed. The behavior is correct for vanilla.

I'd like to see a video of a damaging proc proccing on gouge/blind/sap, not just a non-damaging one, from Classic / Vanilla.

Patch 2.1.0:
Gouge: This ability will no longer trigger poisons (and thus break itself).
This is also the same patch where sap got changed so the rogue remains in stealth.
