Same even after providing --config-file path, the the default config getting set.

This is a bug. There's no code to handle situations when there's a user-supplied config file but no project data file. I will push a new PR with the fix for this.

I believe I am running into this issue on 1.0.2 still.
Edit: Nevermind, it works. I was passing the parameter as --config-file foo.json rather than --config-file=foo.json
