It´s what happens if you have any other version than 0.19.2 installed.
Otherwise, you can try to change:
"if installed_version != package.version:" to
"if installed_version != 0.19.2:"

Now the message should only show when you either have no scikit-image installed, or another version than 0.19.2

You could also change the line to:
"if installed_version <= 0.19.2:" so the script would only trigger when you have lower version than 0.19.2
