Progress fixing issue

• Source of problem is data integrity issue with S0090027.
• Added graceful failure to member vote aggregator so that page does not hard fail if bad vote is passed
• Diagnose source of problem: new slope/intercept calculator not correctly setting slope/intercept for that vote due to an edge case with 0 spread, 0 mid on both dimensions
• Temporary fix to return 0, 0 slope intercept in this situation
• Find out from db schema what the intended behaviour was here: apparently returning "null", not 0.
• Update slope/intercept calculator to return null, null in this case.

One further note: "Party Vote" field for Democrat-Republicans is broken in the old schema. Adam knows to fix this in the new schema, so don't be alarmed by N/A on the party vote for D-R members.
