hrm, just bumped into this also for first time.
i see nothing about SSL flags in 'remove-webbinding', perhaps only an artifact of creation of ssl bindings.... yep, it shows as a param to new-webbinding, but NOT on remove-webbinding.
clip this from manage_binding.pp?
EDIT - looks like this was fixed in master by merge of pull request #122 from arcaartem/fix-remove-webbinding

the 'sslflags' thing is for setting a particular type of host header handling on a binding when HTTPS is used. It is to allow for redirection without having to go through entire session establishment or some such, and requires support from browsers. It has no relevance to removal of a binding, in the doing of that thing.
