Yes a 360 degree drop shadow that surrounds the entire letter is sufficient if it provides the minimum contrast with the letter. We should create a CSS technique for that.

I am not sure if this will work. It only seems to work with a positive blur, but that is unpredictable.

I made this test. It might be the most extreme case, but if we adopt a technique like this we will have to be very specific.

I've looked at the issue. I believe that we should punt it to the low vision task force. a 360 degree shadow with sufficient contrast should be fine, but this is the type of thing that the Low Vision team might want to vet. There may be certain shadow types, opacity, blur etc that they'll want to explore. Wayne's discussion above is case in point... after they vet the issue we can revisit and put together a sufficient technique.

I believe essentially the same method used for gradient background would work for this. Tabling is fine, but I think it is quite solvable. I am not sure how to upload code.
