Create a use case description of the fleet management use case(s).

This has been superceded by https://github.com/w3c/wot-architecture/issues/489, I think... although we might want still to distinguish "fleet management" (managing a set of vehicles, whether or not they are part of a city; e.g. it might be a logistics delivery service for a region) from the more general "city dashboard" (managing everything in a city, including vehicles).

This has NOT been superceded by w3c/wot-architecture#489, since it seems that this use case covers things like logistics, delivery routes, etc. which may or may not be part of a city dashboard. Also, deliveries and fleet management may go outside the city (eg national). I think it would be helpful for interested parties to post some comments and "trial descriptions" to clarify the distinctions. There is also some overlap with the proposed "Transportation" use case we should sort out.

Suggestion:
- This is "Logistics Fleet Management" - the transportation of things
- The "Transportation" use case focuses on the movement of People ("Person Transportation")
- The City Dashboard use case is higher level, and the stakeholder is the city government. It would include the visualization of transportation and logistics data, but is not "about" that, also includes things like people density, environmental sensing, earthquake sensing...
