It's explained right here that you need to bump the vscode engine version to get the new telemetry code:

None of these changes seem to have enabled the new telemetry code, at least my prerelease upgrade to the latest edge has not shown up on the telemetry dashboard. Maybe there is some lag. It could be some hours before we'll see telemetry reporting again, from folks who upgrade in a trickle.
I will keep my eye on that thread here:
and hopefully we'll see some guidance about how to fix telemetry collection, it seems we're not the only ones impacted.

A bit after (about 2 days) 0.25.3 was released on September 15, the telemetry began collecting again with no explanation.
Closing, since there is nothing here to follow up now.
