Public Collections (was: Collection Publishing V0) about browsertrix HOT 2 CLOSED

Additional UI features, such as thumbnails, improved metadata display, etc... will be added to ReplayWeb.page, so public collections will have that data accessible through improvements to ReplayWeb.page itself, and not any changes in Browsertrix Cloud.

After initial discussion, want to decouple 'making collections public' vs 'publishing collections'.
Making collections public makes them accessible via replayweb.page / embedded replay.
Making collections published means putting them into an external, write-only system that Browsertrix does not control, eg. external storage, IPFS, static site, etc..
There is also a discovery component - making public collections discoverable, which is a separate topic.

Re-focusing this ticket on just making collections public and publicly accessible.
