But then, couldn't we just configure the template (it seems that TW users would love to have it). Or just tell them to use Animum's script (and then close this issue).

I share the opinion of whoever wrote the template docs for schoolblock and anonblock:

You are encouraged to use this template as a blocking reason whenever you are blocking a shared IP. For blocks shorter than 3 months, it is recommended that you do not duplicate this notice on a blocked IP's talk page and instead use other user block templates to provide immediate notification to the vandal of the block. As this template is rather large, it is preferable that we do not have it displayed multiple times simultaneously for each talk page.

So I don't think Twinkle should be adding these template to user talk pages, even for blocks longer than 3 months. They aren't designed for that. Just use them as a block reason and forget about the IP talk page.

These templates are actually now available in Twinkle, via the new "block" module (admins only).

See @MusikAnimal, you're even fulfilling old declined feature requests!
