Append is used for all talk page posts and talkbacks (except warn), as well as some XFDs (maybe elsewhere). In all other cases, Twinkle needs to inspect the page content.
It would be nice if we could simply load certain sections of pages, but there is a bug in the API where it repeatedly throws up bogus edit conflict errors when you try to save a section-based edit. (I think there is a mediazilla bug about this, but I can't find it.)
