I am seeing some undocumented behavior when testing. It seems the minimum number of units the civilian module will allow is 10. Setting anything lower than 10 is ignored but everything higher than 10 behaves as expected.
Only affects servers with civilians enabled. I'm not sure how to fix it or if it is even possible. Probably just call it a "feature" instead of a "bug"? :)
