you just need a pc/laptop and obs to show the screen on that, and then just plug in the usb into the vita. if you want sound coming from the pc you need a line in cable, they r cheap on amazon.

I use a MacBook with usb c ports. I use an adapter, but it is not picking up the vita signal. Does vitashell interfere

i dont know, i was using vitashell with it and i dont think so, im not sure on macos though.
