Yes, here is the matrix of permissions https://help.github.com/articles/repository-permission-levels-for-an-organization/
The roles are Read, Write, Admin, Owner. As Read users, we don't have permission to assign issues. If we elevate our team to all being at least Write users, we can protect the branches and then require Admin roles to merge changes to those branches. That seems to be the most appropriate assignment of roles for our team.
