Yes, this is one of the features of MCDC multi-server, number of servers is unlimited. If both servers are running on the same machine, you only need to set multiServer.enable to true and set a unique multiServer.name for all of them, e.g. SMP and CMP.

As long as the machine has a public IP address accessible, it can connect globally. You just have to adjust multiServer.host to the public IP address of the target machine.

Port mapping can also do the same if no public IP address is available.

Also, I forgot to mention that multiServer.botIds is also required, otherwise the messages will be sent repeatedly.
