While we don't follow the GNU ideas of what a changelog should be like, that's 
a 
conscious choice -- I don't think GNU-style changelogs are very useful in an 
environment where one can use source control to get the same information.

In my experience with opensource projects, we're not alone in how we do this: 
lots of 
people have ChangeLog files that are similar in construction to gflags'.

That does open the question as to why we need both a NEWS file and a ChangeLog. 

Right now, I put news information on the homepage of this project.  I probably 
should 
put it in the NEWS file as well.  Thanks for the pointer; I'l start on that.

I hope debian-mentors is ok with not having GNU-style changelog/NEWS file in 
this 
project.

I think having non-GNU-style ChangeLog/NEWS should be fine.  His main concern 
seems to 
be that I shouldn't include the NEWS file in the debian package since it was 
empty.
