You can use the ticks option. (it is general option of chart.js)
like this:

new Chart(document.getElementById("my-chart"), {
  type: "horizontalBar",
  data: {},
  options: {
    scales: {
      xAxes: [{ ticks: { stepSize: 25, callback: (val) => `${val}%` } }], # **here**
    },
    plugins: {
      stacked100: { enable: true },
    },
