我遇到过，Server启动后，在处理Client链接过程中程序崩溃。再重启Server，报端口占用。但是等一分钟左右就好了。不知道你是不是这个情况。
端口占用大概是所谓Time_Wait的2MSL等待时间。

由于第一次运行是没有收到client的请求指令，导致服务器的端口阻塞导致的，重启计算机即可解决，应该有更好的解决办法，暂时还没有找到

不懂为啥要重启计算机，control+C杀掉终端不行吗？

crtl+c可以，之前不知道为啥不行，之前试的时候不可以。
