I'm not really familiar with bitbucket.org, but only a SSH endpoint uses the private_key.
a HTTPS should use user:pass

Just figured this out, on BitBucket Cloud, the API path that the project builds is wrong.
Currently: uri="${base_url}/api/2.0/repositories/${project}/${repository}/pullrequests?limit=${limit}&state=OPEN"
Correct: uri="${base_url}/2.0/repositories/${project}/${repository}/pullrequests?limit=${limit}&state=OPEN"
Going to PR this change.
Until/if my PR is merged, sovanyio/concourse-git-bitbucket-pr-resource can be used in place in the resource_type declaration.
